Dallas Goes ‘All-In’ On Green Buildings With Mandatory Regulations

Looks like America has a new contender for “Greenest City” – at least when it comes to green buildings – and it’s probably not where you’d expect.

Dallas, Texas implemented mandatory minimum green building regulations on October 1st in an aggressive effort to cut citywide power and water consumption en route to its goal of carbon neutrality by 2030.

The regulations are the final step in a five-year implementation of the Dallas Green Building Construction Ordinance, cover all new residential and commercial buildings, and create a comprehensive green building standard across the city.

Green Building Tackles Energy, Water, Building Waste

All new construction projects proposed in Dallas must now meet minimum certification requirements from one of three established standards: Green Built Texas, Leadership in Energy and Environmental Design (LEED), or the International Green Construction Code (IGCC).

Since drought is such an important issue in Texas, the new regulations focus on water preservation – especially when it comes to single-family homes. At least 70% of the built area for homes (excluding areas under a roof) must be permeable or capture water runoff, homes must use drip irrigation for bedding areas of landscaping, and must include high-efficiency fixtures.

Commercial buildings are also expected to do their part, with a 20% water use reduction goal, restrictions on outdoor lighting to prevent light pollution, and cool roof or green roofs requirement to cut urban heat island effects.

The construction process is also getting a lot greener with requirements to divert a 50% minimum percentage of waste material is from landfills as well as source 45% of building components from recycled, recyclable, bio-based, or local materials. In addition, developers will have to attend training classes and pass a certification exam to receive green builder certification.

While the new regulations may be comprehensive, green buildings aren’t new to Dallas. The city is already home to over 140 LEED-certified buildings, including 23 LEED-certified municipal government facilities, has 59 million square feet of Energy Star-certified buildings, and Texas placed second with over 36 million square feet of LEED-certified buildings in the US Green Building Council’s 2012 state rankings.

Green Business Too?

But even though green building will help improve Dallas’ environment, the new regulations could also help boost the regional economy. Green building is expected to top $248 billion in revenue nationwide by 2016, and the green home-building market could be worth $114 billion by 2016.

Considering Texas now has the third-largest concentration of LEED professionals in America and building asset values rise when builders make sustainable investments, Dallas’ green building mandate isn’t just an environmentally friendly move – it might just be an incredibly savvy green business push, too.

Geothermal Power Used In British Columbia Residential Development

Woodland Creek residential development located in Sooke, British Columbia is using geothermal technology for its award-winning homes. Ground source heat pumps were chosen for the new craftsman style homes because they can help save an estimated $1,100 annually. Geothermal typically costs about one-third or even less than baseboard heaters powered by electricity. Additionally, no exhaust venting is required with their particular kind of geothermal system, so their homes can be better insulated. Air quality is better too in these homes, because they have superior air filtration compared with homes using electric baseboard heaters.

If the annual savings is $1,100 compared to conventional heating and cooling, they pay for themselves in about 18 years. However, in the United States a home located in Montgomery County paid their system off in 4.4 years.

After the geothermal system is paid off, it continues to save money. (It also means getting off of fossil fuels.) Another benefit is that when we invest in renewable energy we help the whole of society shift toward the new and away from the old. We need to do this because of climate change and the fact that fossil fuels are time-limited. Extraction and transportation of fossil fuels can damage the environment severely as well.

There is another potential savings for British Columbia home buyers: cash back financing for homes with a certain energy rating, and Woodland Creek homes exceed this standard. They are also constructed to Built Green standards and use Energy Star appliances.

Totangi Properties manages Woodland Creek, and won Best New Subdivision (Woodland Creek, Sooke) at the 2012 CARE Awards. In the same year they also won Built Green Builder of the Year.

Considering the decreasing cost of solar power, it may not be that far in the future that solar panels provide all the electricity for such homes, in addition to their stable geothermal systems. British Colombia is a very appropriate location for environmentally sensitive housing due to its outstanding natural beauty.

The DC Sustainable Energy Utility (DC SEU) in partnership with Northeast Energy Efficiency Partnerships earns award for protecting the environment through energy efficiency.

Press Release March 5, 2013 (Washington, DC) – The U.S. Environmental Protection Agency (EPA) has awarded the DC Sustainable Energy Utility a 2013 ENERGY STAR Sustained Excellence Award as part of the Northeast Retail Products Initiative in recognition of its continued leadership in protecting our environment through energy efficiency. The initiative, facilitated by Northeast Energy Efficiency Partnerships (NEEP) and made up of utilities and energy efficiency program administrators in New England, New York, and Washington D.C., will be recognized at an awards ceremony in Washington, D.C. on March 26, 2013.

In 2012, the DC SEU sold more than 43,000 compact florescent light bulbs (CFLs). This year, the DC SEU has already sold more than 80,000 CFLs and now offers rebates for ENERGY STAR qualified light-emitting diodes (LEDs), clothes washers, and refrigerators.
